Michigan Townships Association (MTA) released a Facebook post last week that will mean new outlets for local government spending in 2022.
Before, Townships had to prove revenue loss to use government funding on new projects and services, which was clarified in previous ARPA guidelines. Now the new final rule allows for more freedom in government spending, The U.S. Department of the Treasury announced on January 6th, 2022 a final rule that allows for recipients to select a “standard allowance” of $10 million to spend on government services through the period of performance.”

This means Townships can now elect to use the new rule funding for government projects and spending. As the MTA post mentions, “Because all but one township has an allocation less than $10 million, this means that your township can elect to use its full allocation for general township services, projects, and uses.” The final review includes descriptions of other features like Public Health and Economic Impacts, Premium Pay, and Water, Sewer & Broadband Infrastructure.

What we know is that many Townships could use the spending to fund prolonged projects that could better the community, like improving technology resources and upgrading government websites. The effective date for The Final Rule Overview is April 1, 2022, “However, recipients can choose to take advantage of the final rule’s flexibilities and simplifications now, even ahead of the effective date.” The Final Rule Overview on the U.S. Department of the Treasury site describes the new rule and its provisions in detail.
