Why shouldn't content contributors just use an HTML editor, or Save As HTML' from other applications?
If your Web Site is just used as a repository for flat pages of text, "hypertext" features are not being leveraged. Not only must the design reflect the layout, but also the structure of information. Instead of a page, perhaps there is a set of links in an index. How does someone with limited technical knowledge extend the structure of a site in a controlled manner? They can't!
